Mr. Nesterenko serves as Co-Chair of the Trade Union Negotiating Commission responsible for drafting and concluding the 2026–2030 Industry Agreement. The participants emphasized that the new Industry Agreement should strike an appropriate balance between the interests of both employees and the employer, promote the further development of social partnership, and establish modern mechanisms for regulating labour and socio-economic relations across the Company’s enterprises. The negotiations are being conducted in accordance with the Laws of Ukraine “On Collective Agreements and Contracts” and “On Social Dialogue in Ukraine.” During the meeting, the trade union representatives officially announced the launch of negotiations and presented the composition of their negotiating commission. For its part, NJSC «Nadra Ukrainy» established its own negotiating team on an equal footing with the trade union side. The Company’s delegation will be co-chaired by Ms. Oksana Pogorielova, Head of the Human Resources and Organizational Development Department. The conclusion of the 2026–2030 Industry Agreement will mark another important step in strengthening the social partnership between NJSC «Nadra Ukrainy» and the Trade Union of Employees of Geology, Geodesy and Cartography of Ukraine. The Agreement will define the key principles of cooperation in the areas of labour relations, social protection, occupational health and safety, employee development, and the sustainable operation of the Company’s subsidiaries. Previously, the Commercial Court of Kyiv restored the rights of NJSC «Nadra Ukrain»” to participate in the Joint Activity Agreement (JAA) at the Sakhalinske field.

“For many years, the Company has consistently defended its rights, and this ruling confirms the validity of our legal position. At this stage, the decision has been issued by the court of first instance. Should it be appealed, we will continue to protect the Company’s rights and legitimate interests before the higher courts, pursue the case through to its final resolution, and secure the full restoration of our ownership interest, – said Mr. Viktor Novikov, Chairman of the Board of NJSC «Nadra Ukrainy», – We remain committed to the efficient development of the Sakhalinske field, a project of strategic importance for strengthening Ukraine’s energy resilience.”

In April 2013, NJSC «Nadra Ukrainy» entered into an agreement with Golden Derrick LLC (now East Europe Petroleum LLC) for the sale of its interest in the JAA covering the Sakhalinske field. However, the purchaser Golden Derrick LLC failed to fulfil its contractual payment obligations. As a result, the Company initiated legal proceedings to protect its rights. Although the litigation continued for several years, it did not result in the effective restoration of the Company’s participation in the joint activity, despite the fact that NJSC «Nadra Ukrainy» is a wholly state-owned company. In 2024, the Company became aware of changes in the composition of the parties to the Joint Activity Agreement. Specifically, East Europe Petroleum LLC transferred its interest under agreement to Way Development LLC. According to the Company’s legal position, that interest rightfully belongs to NJSC “Nadra Ukrainy”. Consequently, the Company filed a claim seeking the recovery of its interest from unlawful possession. Following consideration of the case, the Commercial Court of Kyiv partially upheld the Company’s claims and ordered the transfer to PrJSC «NJSC «Nadra Ukrainy» of a 20% ownership interest in the jointly owned property governed by the Joint Activity Agreement for the Sakhalinske field. The Court’s decision of 15 June 2026, restores NJSC «Nadra Ukrainy» as a participant in the Joint Activity Agreement and clears the way for the Company to resume its full participation in the development of the field. Previously, representatives of NJSC «Nadra Ukrainy» participated in a roundtable discussion on critical minerals and energy.

Within the framework of the roundtable, Roman Dvoretskyi presented a report titled «Current Status and Prospects for Developing Shale Gas Deposits in Ukraine». The presentation emphasized the role of unconventional hydrocarbon sources in ensuring the state’s energy security and the strategic importance of shale gas for achieving Ukraine’s energy independence.

“The systematic research work conducted by SE «Ukrnaukageocenter» contributes to forming an appropriate foundation for the development of the domestic resource base. Confirmation of the gas potential of shale formations and the identification of prospective areas is not only the result of years of expertise but also a practical step toward strengthening Ukraine’s energy independence. Our priority is to transform scientific developments into specific extraction projects that will strengthen the state’s energy resilience,” noted Mr. Viktor Novikov, Chairman of the Board of NJSC «Nadra Ukrainy».

Since 2012, by order of the State Service of Geology and Subsoil of Ukraine and NJSC «Nadra Ukrainy», specialists of SE «Ukrnaukageocenter» have been carrying out comprehensive geological-analytical and laboratory studies of shale formations. As part of this work, reinterpretation of geophysical materials using modern methods, analysis of vitrinite reflectance with map construction, reprocessing of petrographic and paleontological data, and generalization of drilling results were conducted. An important stage was the study of core material that had been stored in the enterprise’s archives for over 40 years. As a result, the presence of hydrocarbon gases was confirmed, indicating the gas-bearing potential of shale rocks and their prospects for further exploration and appraisal work. Based on the synthesis of data, six main prospective areas have been identified within the Eastern and Western oil and gas regions of Ukraine. This creates a basis for intensifying geological exploration work and increasing the hydrocarbon resource base.

The roundtable brought together leading scientists and industry practitioners. Participants discussed the implementation of innovative solutions in the energy complex, as well as issues of its resilience and security under martial law. In particular, specialists from specialized universities, scientific institutions of the National Academy of Sciences of Ukraine, and industry enterprises presented their findings. As a reminder, NJSC «Nadra Ukrainy» tripled its contributions to the budget in the first quarter of 2026.
